As an ACE if you receive this error when trying to add or remove access for a user in ACE Security it often means the previous ACE didn't remove access from the individual before they were transferred. First you would need to click "Add". Next search for the dept ID you are trying to add in the Dept ID field by clicking the magnifying glass, typing the DeptID into "Department" field then click "Look up", click the blue hyperlinked department ID, then click "Search". Make sure all of the checkboxes are unchecked then click "Save".

Click "Return to Search", look up the user's profile, and add access as you normally would.
